As you alluded to, it seems that the proposed acquisition of USS by NS would fit well with the "friendshoring" policy goals of both allies.

In order for NS representatives to make a deal with USW, what kinds of concessions are likely to be necessary?

I spelled most of them out in general terms in the blog. It concerns turning the promises being made by Nippon Steel into real and sustainable guarantees. Some concern technical issues that make contracts enforceable in court, e.g. whether NS owns US Steel via an American shell company or directly. But the concerns are over job security, pensions (union workers are older), keeping the blast furnaces and investing in modernizing and decarbonizing, them, etc.
